Strategy & Reports

The City of Tallahassee's Housing Division supports the development of new affordable housing units for low and moderate-income households, and the preservation of neighborhoods through the rehabilitation of current housing stock. The City accomplishes these goals through a variety of federal, state, and local resources and in collaboration with many community partners.

As a federally designated 'entitlement community', the City receives annual allocations from the U. S. Department of Housing and Urban Development (HUD) to carry out initiatives and projects as proposed by the City in its 5 Year Consolidated Plan and Annual Action Plan. Federal HUD funding is used to leverage additional State and local resources to support affordable housing. For the Program Year 2020-2021 and Consolidated Plan Cycle 2020-2025, the City proposes several housing activities to achieve these goals. These activities include:

  • Acquisition and resale or rental of individual housing units, both new construction and rehabilitation;
  • Rehabilitation of single-family residential structures for both homeowners and renters;
  • Construction of new single-family residential structures for both homeowners and renters, including Habitat for Humanity projects;
  • Temporary relocation assistance based on individual homeowners' needs during rehabilitation;
  • Determination of any toxic elements that could affect the homeowner or tenant to include, but not limited to, asbestos, radon, and soil toxins.
  • Lead Based Paint testing of all residences built prior to 1978, to include abatement and clearance if applicable; and
  • Down Payment Assistance for eligible homebuyers.

Strategic Plans

Consolidated Plan & Annual Action Plan

The Consolidated Plan is a planning document that identified the City's overall housing and community development needs, and it outlines a strategy to address those needs.

The Annual Action Plan is prepared as the document that describes actions, activities and programs proposed during the next fiscal year to address priority needs and specific objectives identified in the City's approved Consolidated Plan for Housing and Community Development. The plan focuses specifically on the housing and community development needs of low- and moderate-income persons, as defined by the U.S. Department of Housing and Urban Development (HUD). This plan is required by HUD and must be developed by local governments in order to receive funding under the following programs:

  • Community development Block Grant (CDBG)
  • HOME Investments Partnerships Program Grant (HOME)
  • Emergency Solutions Grant (ESG)

Local Housing Assistance Plan (LHAP)

Local Housing Assistance Plan

The Local Housing Assistance Plan provides a summary of the housing strategies the City will fund with State Housing Initiatives Partnership (SHIP) money for state fiscal years 2019-2020 through 2021-2022. SHIP funds may be used for homebuyer purchase assistance, homeowner rehabilitation, disaster assistance, and new construction for ownership and rental.

Consolidated Annual Performance and Evaluation Report (CAPER)

The City of Tallahassee has prepared a Consolidated Annual Performance and Evaluation Report (CAPER) for submission to the U.S. Department of Housing and Urban Development (HUD). This CAPER reports the uses of HUD funds during the last fiscal year (October 1, 2019 through September 30, 2020) and compares it to the goals set in the Annual Action Plan.

2021 AHAC Report of Recommendations

The Committee spent many hours in focused deliberation before unanimously approving the recommendations we send forward now for your consideration and approval. We took into consideration existing City regulations, policies, staff’s concerns, and limitations involved in implementation. We feel these recommendations will allow the City to make gains in providing for the housing needs of those most affected, while operating within its budget and regulatory constraints.
